Manish Joshi, Secretary of the Union Education Ministry, has issued a notice in this regard.

The University Grants Commission (UGC) issued a warning to higher educational institutions regarding fee refunds following complaints from students and parents. As per the information, if a student fee is not returned by the college on time, then the recognition of the concerned college can be cancelled. In addition, steps have been made to prevent the college from receiving a grant to place it on the defaulter list.

Manish Joshi, Secretary of the Union Education Ministry, has issued a notice in this regard. This notice cites the rules and regulations under which the recognition of the college is cancelled in case of non-payment of fees. This rule will also apply to other colleges, including engineering and medical colleges.

“It is again reiterated that if the institution fails to follow the UGC Fee Refund Policy, UGC shall be bound to take strict measures against the defaulter institution which can be withholding of the existing Online/ODL programme recognition/entitlement or not accepting the fresh application for the same, withdrawal of 2(f) & 12(B) Status, withholding the grants, cancellation/Non-Grant of Autonomy/Graded Autonomy Status, informing the general public, including potential candidates for admission, through a notice displayed prominently in the newspapers or other suitable media and posted on the website of the commission about non-compliance by the HEl or taking such other action within its powers as the Commission may deem fit,” read the official notice.

The commission has prepared a strict framework for the college administration in cases of non-refund of fees. It includes provisions ranging from withdrawing permission to teach online and open and distance learning courses and withdrawing the status of the autonomous institution to make its name public by putting it on the defaulter list.

According to the notice, for this, the student or the guardian will also have to apply the rules. For example, there is a fixed time limit for the refund of fees. In such a situation, the student or guardian will have to apply within this time limit so that their money can be refunded on time.

UGC has received complaints from many students and parents that it has been found many times in the education system that if a student withdraws his name from the institute due to certain reasons, then his fees are not being refunded by the college as per the rules. The number of such complaining students and parents was constantly increasing.

In the notice, it has been said that a 100 per cent fee will be refunded if the seat is left 15 days or before the notified last date of admission. Along with this 90 per cent fee will be refunded if the seat is left less than 15 days from the notified last date of admission. 80 per cent fee will be refunded 15 days after the notified last date of admission. 50 per cent fee will be refunded between 15 to 30 days. No fee will be refunded after one month or 30 days of admission.
